–– PrimeCare Systems, Inc. (PSI), through its licensee,
Telemedica S.R.L., has established a pilot Medical Technology Center
at the Puerto Pirámides Rural Hospital in Puerto Pirámides,
Argentina. Working under the auspices of the municipality of Puerto
Pirámides and the provincial government of Chubut, Argentina,
this first-of-its-kind project integrates rural Argentine communities
into the country’s healthcare mainstream through a patient-interactive,
internet-based, Electronic Medical Record: the PrimeCare Patient Management
System.
Patients will be able to go to Pirámides’ Medical Technology
Center and fill out an on-line, in-depth interview, under the supervision
of a physician, nurse, or another appropriately trained individual,
related to their medical problem. The interviews are generated by PrimeCare’s
comprehensive knowledge bank of (currently) over 280 continuously updated
symptom and problem-oriented patient interviews, which collectively
contain over 100,000 chief complaint and disease state questions. The
interviews make PrimeCare a powerful diagnostic and educational tool
and help medical personnel to avoid diagnostic pitfalls.
When the patient finishes the interview, the PrimeCare System takes
the interview-data and produces a complete, on-line report that can
be accessed on-site in Pirámides or by authorized physicians
at a remote location. PrimeCare on-line records and reports contain
the patient's current problems, medications and allergies, all positive
and significant negative subjective responses to interview questions,
and a list of diagnostic considerations (differential diagnoses) generated
by the patient’s positive and negative subjective responses.
Through the PrimeCare System, the Technology Center will link up with
a Remote Medical Health Desk that is manned 24/7 by attending physicians
who diagnose, offer counseling, and prescribe medication when necessary.
The Health Desks’ physicians, based on the information in on-line
reports, can advise the patient on a treatment program if no physician
is available on-site. They will also be available to give second opinions
if requested to do so. If immediate medical attention is required, the
Remote Medical Health Desk can request an ambulance, or some other form
of transportation, be dispatched to bring the patient to a hospital
or to deliver medications. Every patient that uses the Pirámides
Rural Hospital will have a fully portable PrimeCare Electronic Medical
Record set up for them.
PrimeCare’s patient-centered approach and ability to quickly and
economically integrate entire medical systems has the potential to transform
how primary medical care is delivered: especially to underserved populations.
As Dr. Elias Hoffman, Telemedica’s Chief Medical Officer, notes,
“PrimeCare is a very direct and practical way to democratize who
has access to quality medical care.” Dr. Hoffman has been using
the PrimeCare System at his clinic in Buenos Aires for two years.
